The Orange County Employees Association has a long tradition of member success.

We have shown the nation that our members are forward-moving people of action. However, our actions are backed by careful thought and planning.

OCEA is one of the strongest independent labor organizations in the country. Our leaders act unselfishly and with great wisdom. Our members have worked hard to meet the great challenges of improving our wages, hours, and working conditions, in the County, the Court, and cities and districts within the County.

Please carefully review the information in this Benefits Enrollment Guide. It includes valuable information regarding benefits for all regular employees in bargaining units represented by OCEA. It also contains details on many programs available only to OCEA members.

Member Involvement and Our Independence

• At OCEA, we believe that ensuring member involvement is the single most important goal that we can achieve.

• The most significant outcome of member involvement is OCEA’s independence.

• OCEA members know that it is only through OCEA’s independence—through their own independence—that OCEA will maintain its tradition of watching out for employees within the County.

• Our members like to be involved! They are part of the process. They improve their own pay and working conditions. They make their jobs more enjoyable. And, in the process of working as a part of OCEA, they have fun!

• If you are not already a member—JOIN US! After that, you can get involved in many ways: vote on labor agreements (only members may do so!), respond to surveys, attend OCEA meetings, distribute flyers, or participate in a leadership capacity!

OCEA – Our Proud Heritage

• In 1937, County employees founded OCEA for the primary purpose of securing group insurance benefits.

• During the 1940s and 1950s, OCEA worked constantly for improved pay and working conditions.

• In 1960, OCEA hired a general manager and became incorporated under California law. The contributions of the leaders of that era are the bedrock of OCEA’s present independence and strength.

• OCEA now has a full-time professional staff of skilled labor relations experts, benefits administrators, communications specialists, and effective and dedicated office services support.

• OCEA is always moving forward. It has gone from occupying one room in an old house, to building and owning its own headquarters since 1974—from offering its members representation and a single term life insurance policy to providing a wide range of benefits and programs.
