OCEA HEALTH AND WELFARE TRUST ELECTION
There will be an election (by mail) starting in March 2010, to elect two OCEA members to positions as Trustees of the OCEA Health and Welfare Trust. DEADLINE FOR APPLICATIONS: MARCH 1, 2010.
The Orange County Employees Association Health and Welfare Trust is responsible for providing dental, vision, disability, and other benefits to employees in our County units, our Court units, the Fire Authority, and certain other units.
There are seven Health and Welfare Trustees. Each trustee must be a regular OCEA member in good standing. The Trustees are fiduciaries responsible for administration of the Health and Welfare Trust and meet approximately every other month as a part of that responsibility.
In addition to the benefits provided to participants through relevant Memorandums of Understanding, the Trust also administers the Supplemental Benefits that are available for purchase by OCEA members.

Arlyn Buck
Social Services Agency
Arlyn is an Office Supervisor in the Social Services Agency. She was hired by the County of Orange in 1988, has been an OCEA member since 1990, and has served on the OCEA Board of Directors since 1998. Arlyn currently serves OCEA as Second Vice President, and has previously served as the Board's Secretary, Courtesy Chair, and Special Events Chair. Arlyn is also a Trustee of the OCEA Health and Welfare Trust. She has been an OCEA Steward since 1990, has been a member of many OCEA bargaining teams and has been an OCEA Health Fair volunteer for many years.

Luisa Camino
Social Services Agency
Luisa is a Social Worker in the Social Services Agency/Adult Services. She was hired by the County in 1981, has been an OCEA member since 1989, and has been a member of the OCEA Board of Directors since 1998. Luisa is currently serving as Insurance Officer on the Executive Committee. Luisa has been an OCEA Health Fair volunteer, an LMC member, and a PIP committee member. She has been a member of numerous OCEA bargaining teams, and she is a six-time recipient of the OCEA President’s Award for outstanding service to OCEA.

Frank Eley
OC Public Works
Frank is a Systems Analyst II in OC Public Works. He has been a County employee for 26 years, and he has been a member of OCEA since he was hired by the County. Frank has been an OCEA Board of Directors member for 23 years, and is currently on the Board Executive Committee as Past President. Frank has served as President, Past President, Second Vice President, Treasurer, Special Events Chair, Newspaper Chair, and Budget and Finance Chair. He has been an OCEA Steward for 24 years, and he is a member of the OCEA Political Action Committee Executive Board. He has been a Trustee of the OCEA Health & Welfare Trust since its inception. Frank has served on many OCEA bargaining teams.

Lani Nguyen
Assessor
Lani has been employed in the Assessor’s Office since 1996. She joined OCEA in 1997. Lani has been a Trustee on the Health and Welfare Trust Board of Trustees since 2009. Lani is also serving as an OCEA Steward, and she was a member of the 2009 OCEA Coalition Bargaining team.

Lezlee Neebe
Superior Court
Lezlee is a Court Clerk II in the Superior Court. She has 16 years of service with the County of Orange and Superior Court. She has been a member of the Board of Directors for nine years and currently serves as First Vice President. Lezlee has also served as Insurance Officer, Insurance Chair, and Newspaper/Communications Chair, and as a member of the Bylaws Committee, the Budget Committee, and the Special Events Committee. Lezlee has been an OCEA Steward for 14 years. She is a Trustee of the OCEA Health and Welfare Trust. Lezlee has been a member of many OCEA bargaining teams.

Cheryl Neuenschwander
Superior Court
Cheryl is a Superior Court Clerk III (Superior Court). She has 29 years of service with the County of Orange and the Superior Court, and 27 years as an OCEA member. She has been an OCEA Board of Directors member for 13 years. She has also served as Treasurer, Insurance Officer and as Chair of the Legislative Committee and Budget & Finance Committee. Cheryl has been an OCEA Steward for 13 years, and she has been a member of many OCEA bargaining teams. She is a Trustee on the Health and Welfare Trust Board of Trustees, an OCEA Health Fair volunteer, and a Court LMC member.

Pamela Waters
Orange County Public Library
Pamela is a Secretary II, Orange County Public Library. She was hired by the County in 1987, has been a member of OCEA since 1989, and has been on the OCEA Board of Directors since 1993. Pamela has served as Bylaws Chair and Membership Chair. She has been an OCEA Steward since 1988, has been a member of many OCEA bargaining teams, and is a Trustee of the OCEA Health and Welfare Trust and a Labor Management Committee.
