Mesa Consolidated Water District

The Mesa Consolidated Water District is a public agency that retails water to residences and businesses in the City of Costa Mesa, parts of the City of Newport Beach, the John Wayne Airport, and some unincorporated areas of the County. MCWD also operates a “colored water” (or gray water) treatment plant that began operations in 2006, reclaiming and recycling as much of the supply as possible.

Although not large (110,000 customers, according to the agency’s website), MCWD has a sophisticated operation that includes: well-testing, maintenance of the groundwater basin, coordination with MWDOC to purchase additional water from MWD’s sources, water quality programs, reclamation, and education.
