Orange County Community Resources is made up of four County divisions: Housing and Community Services, OC Animal Care Services, OC Parks, and Orange County Public Libraries. Housing and Community Services The primary mission of HCS is to provide affordable decent, safe, and sanitary housing opportunities to low and moderate income families, including elderly and handicapped persons, while supporting programs to foster economic self-sufficiency. Many OCEA members work in the areas that administer the development, rehabilitation, or financing of affordable housing programs. OC Animal Care Services OC Animal Care focuses on “the health and safety of animals and people.” The division provides temporary homes for lost or stray animals, and it promotes animal-adoption opportunities. OC Animal Care provides services to unincorporated areas of the County, as well as to a large number of cities within the County. OC Parks Employees in OC Parks work to manage the County’s extensive and complex system of parks, trails, historic sites (including the Arden Modjeska Historic Home & Garden and the Old Orange County Courthouse), beaches, and harbors. OC Parks recognizes these resources as places to be enjoyed today and preserved for tomorrow. Under the stewardship of OC Parks are nearly 40,000 acres of land, as well as hundreds of miles of trails. The mission of OC Parks is: “As a steward of significant natural and cultural resources, Orange County Parks manages and operates a system of regional parks, beaches, harbors, trails and historic sites that are places of recreation and enduring value.” Orange County Public Libraries The Orange County Public Library System is a network of 33 community libraries serving Orange County’s residents. The library offers access to traditional books and magazines, as well audio books, cultural events, and lectures. OCPL’s dedicated staff is available to guide patrons through their many services, materials, and programs. The OCPL mission is to "Empower and enrich our communities."
