Each year, in November, we hold our Board of Directors election. Our Board consists of 19 OCEA members employed in the County or Court. Members normally serve terms of two years. We elect ten members one year, and nine members the next.

Board of Trustees, OCEA Health and Welfare Trust

The OCEA Health and Welfare Trust administers health and welfare benefit plans (including dental, salary continuance, vision, and life) for employees in OCEA-represented bargaining units. Each pay period, the County contributes a fixed amount per employee to a fund that is used to purchase group health and welfare benefits for County employees (except medical benefits, which are administered by the County). In addition, the OCEA Health & Welfare Trust administers the various additional and upgraded benefit plans that are available only to OCEA members.

The OCEA Health andWelfare Trust is governed by a Board of Trustees. Occasionally, openings occur on the Board of Trustees. The position of Trustee requires a willingness to devote a substantial amount of time to training, education, and Trust administrative duties. Trustee candidates must be OCEA members in good standing. OCEA Bargaining Teams

OCEA has several types of bargaining teams. Our principal bargaining team is known as the OCEA Coalition Bargaining Team. Each time bargaining in our eight County units rolls around, OCEA establishes a bargaining team. Some bargaining-team members are experienced and have served on previous bargaining teams. Others are new to the process. Coalition Bargaining Team Members are usually OCEA Stewards, although this is not always the case. But all of them are active OCEA members, who have shown their consistent support for OCEA and for their fellow members over an extended period of time, usually years. The Coalition Bargaining Team members, as a group, provide a rounded perspective and represent all of our members effectively.

We also have smaller bargaining teams. Some of these teams meet with Departmental or Agency management during the period of coalition bargaining, to deal with issues that are of particular interest to those teams. Others are teams that meet with the County separate from coalition bargaining. Then again, our organizations in our Cities and Districts also have bargaining teams.

All of OCEA’s bargaining teams are comprised of members who sacrifice personal time for the benefit of their fellow OCEA members. If you would like to get involved as a member of an OCEA bargaining team, contact your OCEA Labor Relations Representative at 714-835-3355.
