OCEA is governed by a nineteen-member Board of Directors, elected by our membership. Our Board determines the policies and general direction which guide OCEA and its staff. Each Board member is a member of OCEA. Cumulatively our Board of Directors possesses many decades of experience in guiding OCEA!
We owe these Board members a debt of gratitude for their dedication and service to OCEA's members!

The OCEA Executive Committee is comprised of OCEA's officers. The committee meets weekly at OCEA.

Probation Department
Robert is a Deputy Juvenile Correctional Officer II with Orange County's Probation Department. He was hired by the County in 1988, and he has been an OCEA member since 1995. He has been on the OCEA Board of Directors since 2005. Robert is currently serving as OCEA President, and has also served as First Vice President. He has been an OCEA Steward since 2002, has been a member of the Probation Services Unit Executive Committee and a PSU Safety Representative. He serves as Chairperson of the OCEA PAC Executive Committee. Robert has twice received the OCEA Outstanding Recruiter Award. He has been a member of many OCEA bargaining teams.

Lezlee Neebe - OCEA First Vice President
Superior Court
Lezlee is a Court Clerk II in the Superior Court. She was hired by the Courts in 1992, has been an OCEA member since 1992, and has been on the OCEA Board of Directors since 1995. Lezlee is currently serving as OCEA First Vice President. Lezlee has also served as OCEA Insurance Officer, Insurance Chair, and Newspaper/Communications Chair, and as a member of the Bylaws Committee, the Budget Committee, and the Special Events Committee. Lezlee has been an OCEA Steward since 1994. She is a member of the Board of Trustees of the OCEA Health and Welfare Trust. Lezlee has been a member of many OCEA bargaining teams.

Arlyn Buck - OCEA Second Vice President
Social Services Agency
Arlyn is an Office Supervisor in the Social Services Agency. She was hired by the County in 1988, has been an OCEA member since 1990, and has been a member of the OCEA Board of Directors since 1998. Arlyn is currently the OCEA Second Vice President, and she has served in the past as Secretary, Courtesy Chair, and Special Events Chair. Arlyn is also a Trustee of the OCEA Health and Welfare Trust. She has been an OCEA Steward for 18 years, and she has been a member of many OCEA bargaining teams. Also, Arlyn has been an LMC member, and a member of the PIP Steering Committee.

Phyllis Oudmayer - OCEA Treasurer
Child Support Services
Phyllis is a Child Support Officer in the Department of Child Support Services. She was hired by the County in 1996, has been a member of OCEA since 1996, and has been on the OCEA Board of Directors since 2006. Phyllis is currently serving as OCEA Treasurer. Phyllis is an OCEA Steward and serves as Secretary of the OCEA Political Action Committee Executive Board. Phyllis was also a member of the 2007 OCEA Coalition Bargaining Team.

Butch Garcia - OCEA Secretary
Social Services Agency
Butch is employed as a Social Worker II in the Social Services Agency. He was hired in 2000, has been an OCEA member since 2002, and has been a member of the OCEA Board of Directors since 2007. Butch has been involved in the SSA Case Management Forum, the SSA Labor Management Committee, and the ISW Premium Pay Workgroup. He is also a member of the Executive Board of the OCEA Political Action Committee. Butch has been an OCEA Steward for five years. He was a member of our 2004 and 2007 Coalition Bargaining teams.

Luisa Camino - OCEA Insurance Officer
Social Services Agency
Luisa is a Social Worker in the Social Services Agency/Adult Services. She was hired by the County in 1981, has been an OCEA member since 1989, and has been a member of the OCEA Board of Directors since 1998. Luisa is currently serving as OCEA Insurance Officer. Luisa has been an OCEA Health Fair volunteer, an LMC member, and a PIP committee member. She has been a member of numerous OCEA bargaining teams, and she is a six-time recipient of the OCEA President’s Award for outstanding service to OCEA.

Frank Eley - OCEA Past President
OC Public Works
Frank is a Systems Analyst II in OC Public Works. He was hired by the County in 1982, has been an OCEA member since 1982, and has been a member of the OCEA Board of Directors since 1985. Frank is currently serving as OCEA Past President. Frank has also served as OCEA President, Past President, Second Vice President, Treasurer, Special Events Chair, Newspaper Chair, and Budget and Finance Chair. He has been an OCEA Steward since 1984, and he is a member of the OCEA Political Action Committee Executive Board. He has been a Trustee of the OCEA Health & Welfare Trust since its inception. Frank has served on many OCEA bargaining teams. Also, Frank is a member of the Orange County Retirement Board.

Sharron Anderson
County Executive Office/Procurement Office
Sharron Anderson is an Office Specialist (County Executive Office/Procurement Office). She has been employed by the County for 28 years. She has been a member of OCEA for almost that entire time. Sharron has been an OCEA Steward for a decade, and she was a 2009 OCEA Coalition Bargaining Team member (alternate). She has served on the County Executive Office Labor Management Committee (LMC), and on the Office Services Classification Maintenance Review Committee.

Sheriff-Coroner Department
Dan is a Sheriff's Special Officer II, JAMF. He is the current Vice Chair of the Sheriff's Special Officer Executive Committee. He has been employed with the County of Orange since 1988 and became a member of OCEA in 1990.

Alan Dean Clow
Public Defender's Office
Alan is an Investigator for the Public Defender’s Office. Alan was hired by the County in 1996, has been an OCEA member since 1996, and he has been a member of the OCEA Board of Directors since 2005. Alan was a member of the OCPD bargaining team in 2002 and 2005. He has represented OCEA and OCPD Investigators in meeting with the Orange County Board of Supervisors. Alan was the OCPD Investigators President, 2002-2004. He worked with the OCPD Attorney’s Association, the California Prosecutors Association, and OCEA to add OCPD Investigators to AB 2023, which was signed by Governor Gray Davis in 2003.

Health Care Agency
Maria is a Staff Assistant, Health Care Agency/Quality Management. She was hired by the County in 2000. Maria has been an OCEA member since 2000, and she has been a member of the OCEA Board of Directors since 2008. Maria has been an OCEA Steward since 2003. She was a member of the OCEA 2004 Coalition Bargaining Team. Maria has participated in volunteer phone-banking for OCEA, and she has been an OCEA Health Fair volunteer.

Sheriff-Coroner Department
Oliver Didio is a Sheriff’s Special Officer II (Sheriff-Coroner Department). He has been a County employee for 18 years and an OCEA member for 16 years. Oliver has been an OCEA Steward for more than a decade. He has been a member of several OCEA Bargaining Teams, including the 2009 Coalition Bargaining team, and he is presently the Chairman of the Sheriff's Special Officer/Deputy Coroner Executive Committee. He has served in this capacity for 10 years now. Oliver was a recipient of the 2009 OCEA President’s Award for outstanding service to OCEA.

Debra is a Senior Law Office Supervisor with Child Support Services. She was hired by the County in 1976 , has been a member of OCEA since 1999, and has been a member of the OCEA Board of Directors since 2009. Debra was a member of the 2006 Bargaining Team, has been on the Child Support Services LMC since 2004, and has been an OCEA Steward since 2002. She is a member of the OCEA Women’s Forum Committee. She worked with OCEA on the Proposition 75 and Proposition D Campaigns, and she has been an OCEA Health Fair volunteer.

Jeff is a Deputy Juvenile Correctional Officer II in the Probation Department. He was hired by the County in 1998. Jeff has been an OCEA member since 1998, and he has been a member of the OCEA Board of Directors since 2002. Jeff serves as Vice Chairperson of the OCEA Political Action Committee Executive Board, and he has been an OCEA Steward for eleven years. He was OCEA Top Recruiter on two occasions. He also has received the OCEA President’s Award twice. He has been a member of OCEA bargaining teams, the PSU Executive Committee (past Chair), and the Safety Retirement Sub-Committee.

Gary is a Auditor-Appraiser II with the Assessor’s Office. He was hired in 1999, has been a member of OCEA since 1999, and has been a member of the OCEA Board of Directors since 2009. Gary has been an OCEA Steward since 2007, and he is active in attending OCEA events.

Cheryl is a Superior Court Clerk III, Superior Court. She was hired by the Courts in 1979, has been a member of OCEA since 1981, and has been on the OCEA Board of Directors since 1995. Bill is a Sheriff Technician, Sheriff-Coroner Department. He was hired by the County in 1990, and he has been a member of OCEA since 1990. Bill has been a member of the OCEA Board of Directors since 1999. Bill has been an OCEA Steward for 15 years, and he has been a member of many OCEA Bargaining Teams. He has also been an LMC member and an OCEA Health Fair volunteer.

Pamela is a Secretary II, Orange County Public Library. She was hired by the County in 1987, has been a member of OCEA since 1989, and has been on the OCEA Board of Directors since 1993. Pamela has served as Bylaws Chair and Membership Chair. She has been an OCEA Steward since 1988, and she has been a member of many OCEA bargaining teams. She is a Trustee of the OCEA Health and Welfare Trust.

Ray is an OCEA Steward, and he is a Probation Services Unit Executive Committee member. He was a 2009 OCEA Coalition Bargaining Team member. Ray is a member of the OCEA Steward Advisory Committee, and he is also a member of the OCEA Retirement Committee. He was a recipient of the 2008 OCEA President’s Award for outstanding service to OCEA.
