Salary Increases Negotiated by OCEA 95% of the employees in our eight County units will receive a salary increase of at least 3%! These salary increases were negotiated by OCEA in 2007, when OCEA and the County reached two-year contracts for all eight of our County bargaining units. Background Prior to negotiations, the County commissioned a private consultant to conduct a Compensation Survey comparing salaries in a number of County classifications with those of similar classifications in both the public and private sectors. The Board of Supervisors had directed the County to conduct a survey using the same methodology and the same consultant that performed a similar Compensation Survey for the County after the 1994 County bankruptcy. The Compensation Survey used certain “guide classifications,” and all remaining County classifications were matched with those guide classifications according to similarities of job duties and responsibilities. Your bargaining team and the County engaged in arduous negotiations regarding which classifications should be matched, and your bargaining team was ultimately successful in matching most remaining classifications with appropriate and beneficial guide-classifications. The Board of Supervisors desired that the County’s Compensation Survey form the basis for wage increases during the term of the agreement (two years). Because this ultimately worked to the advantage of the vast majority of OCEA-represented employees, we agreed. What This Means Every employee in OCEA’s County units receives a 2.5% base general wage increase on June 20, 2008. In addition, all employees in classifications other than the very highest paid classifications in the market (according to the County Compensation Survey) will receive an additional market increase on that day. All employees in our eight County units will receive a 2.5% general salary increase. For most employees, an additional market adjustment is added to that percentage. Categories Classifications in CATEGORY 1: 2.5% Market Adjustment Classifications in CATEGORY 2: 2.0% Market Adjustment Classifications in CATEGORY 3: 1.25% Market Adjustment Classifications in CATEGORY 4: 0.5% Market Adjustment Classifications in CATEGORY 5: No Market Adjustment Example: A Library Assistant (one of the classifications in Category 3) will receive a 2.5% general wage increase, plus a 1.25% market adjustment. That is, a Library Assistant will receive a total increase of 3.75% increased on June 20, 2008. Which Category Am I In? There are five categories which determine your market adjustment, in addition to your 2.5% base general wage increase: • CATEGORY 1: Classifications that were paid 10% or more below the market. • CATEGORY 2: Classifications that were paid 6%-9% below the market. • CATEGORY 3: Classifications that were paid between 5% below and 5% above the market. • CATEGORY 4: Classifications that were paid 6%-9% above the market. • CATEGORY 5: Classifications that were paid 10% or more above the market.
