OCEA is governed by our 19-member Board of Directors. Each member of the Board of Directors is an OCEA member who has been elected by OCEA’s membership. Our Board determines the policies and general direction which guide OCEA and its staff.

OCEA Staff Leadership

The leadership of our staff is appointed by our Board of Directors. General Manager Nick Berardino is
responsible for OCEA's staff operation.

Nick has been a standout on OCEA’s staff for a quarter of a century. After two years of distinguished service in the Marine Corps, Nick studied at California State University, Dominguez Hills, where he received his BA in 1974. Nick joined the County service in 1973 and served as a Deputy Probation Counselor. While working for the County, Nick undertook the duties of OCEA Steward, and we were lucky to have him come on board as an OCEA staff member in 1978. Nick’s dedication and loyalty to OCEA as an independent labor union are second to none. He knows OCEA inside and out, and his familiarity with County operations and personnel has been a key factor in OCEA’s ongoing success.
